Raising settler happiness can be tricky, and this player seems to have just stumbled into the achievement, stating that they wandered into a settlement they had forgotten about, added a weight bench and a trading post, and saw the elusive achievement pop up surprisingly onto their screen.
Getting The Benevolent Leader Achievement
The game’s description of the achievement doesn’t really give much detail as to how to actually pull it off. While it states that Benevolent Leader must be achieved at a “large” settlement, that doesn’t actually refer to the number of settlers or the size of the plot of land, but rather, the number of buildings and objects the player has placed in it.
Meeting the needs of normal human and ghoul settlers by providing them with sufficient food and water, defense, and beds that are sheltered from the elements will only raise their happiness to a maximum of 80, but their happiness can be boosted even higher by incorporating luxuries like animals (cats, dogs, and gorillas), shops, soda fountains, slot machines, weight benches, pommel horses, and phoropters. Some of these objects are available in the base game, while others were included in official add-ons like theFallout 4Vault-Tec Workshop DLC.
Other players in the Reddit thread have expressed their frustration inchasing the hardestFallout 4achievementand shared tips of how they pulled it off, with some suggesting a small population of four to seven settlers and a few saying to just use one.
