This particular Chocobo can be obtained atCosmo Canyon, a short distance north of theActivation Intel Tower 1. Use thecarts as cover, and make your way over to the target while using rocks to distract the others from discovering you.

Blue Chocobo - Nibelheim

Last but not least, the blue Chocobo can be obtained as part of theBonds of Trust side quest.
